The air-raid alarms have become an eerie soundtrack to the war in Ukraine, a shared experience for civilians in towns and cities across the country. But the story behind how they work and who is responsible for triggering them has been shrouded in secrecy, until now.

The Human Factor: Inside Ukraine’s Air-Raid Alarm System

The city of Kharkiv, located just 20 miles from the Russian border, has been under frequent attack, with the scars of missile and bomb attacks covering the city. In 2023, there were 1,826 air-raid alarms, an average of five a day. To combat this, the mayor, Ihor Terekhov, ordered the implementation of a differentiated system, which would only sound alarms when the city itself was being targeted.

According to Bohdan Hladkykh, head of the city’s Department of Emergency Situations, the new system has been a success, with the city experiencing half the number of alarms as the broader region and no cases of sirens sounding too late. The system, which cost half a million dollars, is a testament to the ingenuity and determination of the Ukrainian people in the face of adversity.

The Technology Behind the Air-Raid Alarms

The air-raid alarm system in Kharkiv is a complex network of radar maps, communication systems, and warning protocols. At the heart of the system is a highly secured situation center, staffed by 12-hour shifts of specialists who are responsible for monitoring the skies and triggering the alarms when necessary.

The specialist’s workstation is equipped with two mice, one for normal tasks and a special one that activates the city’s over 500 air-raid sirens. The radar map used by the specialist has a blue circle drawn around the city, and when a drone or glide bomb enters this circle, the specialist immediately activates the sirens.

The People Behind the Alarms: Profiles of Courage

The specialists who trigger the air-raid alarms are the unsung heroes of Ukraine’s war effort. One such specialist, Dmytro, 23, has been in the role for three months and is responsible for activating the sirens when a threat is detected. Dmytro, who asked to be identified only by his first name for security reasons, said that he tries to do everything as quickly as possible, so that people have more time to hide.

According to Alina Ustiuhova, a supervisor, the job requires steady hands, composure, and focus. It took six months to fill the chief specialist role, and Dmytro said that he had always had a calm demeanor, which has helped him to cope with the stress of the job.
